Two people have been charged with third-degree burglary after allegedly attempting to steal copper from the former Diamonds Bar and Grill.
Randy Dennis Bien, 10805 Thrush St. N.W., Coon Rapids, and Jennifer Lynn Coleman of Minneapolis, both 38, were arraigned in Anoka County District Court May 30 in connection with the May 26 burglary.
According to the criminal complaint, a Ramsey police officer, who was patrolling the Ramsey Municipal Center parking ramp, spotted a truck pulling behind the vacant restaurant, located at 7550 Highway 10, a little before 1:15 a.m.
When Ramsey and Elk River police officers surrounded the building, they could hear the sounds of something being cut inside the building.
At the rear of the building, officers discovered a bag of tools on top of an exterior cooler/refrigerator unit, but all the restaurant doors were locked.
According to the complaint, it looked like the shelves next to the cooler had been moved there to give access to the roof.
An officer climbed the shelves to reach the roof and allegedly found Bien and Coleman near the open roof access.
The pair allegedly had been cutting copper pipes in the building.
Large fuses had also been removed from the air conditioner and one of the air conditioner units on the roof was completely stripped of its wires and tubing.
The old restaurant site has been a target for thieves in the past.
Last summer it was broken into and the power blinds and electrical wiring were taken, said Ramsey Police Chief Jim Way.
It was also hit by vandals last summer, he said.
