The Blaine City Council has approved a conditional use permit request (CUP) for United Trailer Leasing to add a 2,016 square-foot addition to an existing building.
Bryan Schafer, city planning and community development director, presented the permit request Aug. 2. United Trailer is located at 10250 Xylite St. N.E.
“It currently has a large yard to store trailers,” he said. “There’s very little traffic in and out of the site.” The business received its original permit in 1996.
The Blaine Planning Commission unanimously approved the conditional use permit, Schafer said. There were no public comments made at a hearing July 10.
According to Schafer, United Trailer’s 1996 CUP outlined specific site improvements.
Those improvements included hard surfacing of the parking areas, curb and gutter installation and landscaping.
The changes were scheduled for completion in 1999, but have not been finished, Schafer said.
In order for the business to complete its proposed building addition, the site improvements that were never completed now need to be done according to the new CUP, Schafer said.
United Trailer’s CUP also requires an automatic fire suppression system.
Additional trees will be added to provide a buffer between the parking areas and Xylite Street.
According to Schafer, United Trailer must obtain a site improvement performance agreement and a financial guarantee to ensure that the work is completed.
The work must be completed no later than June 20, 2013. No building permits will be issued for the site until the city receives those two items, Schafer said.
Any increase in traffic associated with development may warrant the addition of a traffic signal at the intersection of 101st Avenue and Xylite Street, he said.
The city of Blaine and the Anoka County Highway Department will monitor traffic volumes and signal warrants. United Trailer could be assessed for some signal cost, Schafer said.
Councilmember Katherine Kolb asked if United Trailer was doing well with its business.
“[The company] is making a significant property reinvestment,” Schafer said.
