Neighbor stops burglary in progress

A observant neighbor helped Ramsey police stop a burglary in progress.

A resident on the 14000 block of Argon Street N.W. called 911 around 1:46 a.m. when they spotted lights on in the home of a neighbor, who had died the prior week, and a U-Haul in the driveway.

When police arrived they allegedly found Jeffrey Lancman, 42, and John Manuel Contreras, 24, both of St. Paul, in the home.

Officers allegedly saw Lancman digging around in dressers and jewelry boxes and handing things to Contreras before confronting them.

According to the complaint, when confronted, the men tried to escape into the neighborhood but were apprehended and arrested.

The men were charged Sept. 27 in Anoka County District Court with felony second-degree burglary.
