Andover teen accused of raping 16-year-old girl at house party

An 18-year-old Andover teen has been accused in Anoka County District Court of raping a 16-year-old girl at a house party in Andover.

Conner Phillip Volkers, 240 139th Lane N.W., was arraigned in court Feb. 21 on three felony counts of third-degree criminal sexual conduct.

According to the criminal complaint, the Anoka County Sheriff’s Office Feb. 18 took a sexual assault report from a 16-year-old girl.

She alleged the assault occurred at a gathering at an Andover home on the 16900 block of Dogwood Street N.W. that began the evening of Feb. 16 and continued into the morning hours of Feb. 17.

She told police that she consumed more alcohol than she should have and passed out in a room at the home.

The girl woke up to allegedly find a man who was at the party sexually assaulting her. She alleged she told him to stop, but he continued assaulting her, then when she woke up the next morning, she was lying in bed naked with the man who allegedly raped her.

The police investigation led them to Volkers. The victim positively identified him as the person who raped her, according to the complaint.

In a post-Miranda statement, Volkers allegedly did not deny having intercourse with the girl.
