A 53-year-old Coon Rapids man faces seven felony charges in Anoka County District Court because he allegedly has video and digital images of young boys changing in a locker room at a local YMCA and possesses a lot of pornographic material involving minors.
Robert Dennis Minor, 12833 Crooked Lake Blvd. N.W., was arraigned in court March 5 on charges of stalking a person under the age of 18, four counts of possessing pornographic work involving minors and two counts of using minors in pornographic work.
He is being held in the Anoka County Jail with bail set at $500,000 without conditions and $250,000 with conditions, according to the Anoka County Attorney’s Office.
“If these charges are proven, we will advocate for a severe sentence, as we believe this is outrageous conduct,” said Anoka County Attorney Tony Palumbo.
According to the complaint, a 12-year-old boy told police Feb. 26 that he saw an adult man hold a watch over a partition in an area where he was getting dressed at the Andover YMCA on Feb. 24.
The sheriff’s office and Andover YMCA staff watched security video surveillance from the men’s locker room. The YMCA staff allegedly identified Minor as the suspect and said he is a member of the Andover YMCA.
Authorities executed a search warrant March 2 at Minor’s home and found a wrist watch that had digital video and photo capabilities near a computer, according to the sheriff’s office.
There were allegedly numerous files on the computer hard drive that depicted young boys in various states of undress at the Andover YMCA and presumably another unknown YMCA, along with a quantity of other child pornography that authorities do not believe was produced by him.
This data was recovered from the computer during a second search warrant, according to the complaint.
The following is a summary of what is alleged in the complaint.
One video that is 10 minutes and 39 seconds long contains several prepubescent boys in various states of undress, including full nudity. At 51 seconds into the video, Minor is visible in a locker room mirror. He is wearing the watch that can take a video.
At 1:45, Minor is seen on camera positioning the watch to face toward the shower area. He then walks off camera and children and adults are seen returning from the showers.
At 3:49 of the video, the 12-year-old boy who first reported the crime to police is seen on camera drying off with a towel near his locker. When the boy goes to a bathroom stall, Minor allegedly follows him.
At 6:02, the watch is raised above the partition between the bathroom stalls to get a view of the 12-year-old boy who changes out of his swimsuit.
At 8:30, Minor allegedly starts recording another prepubescent boy and is clearly visible in a mirror. He records this boy’s exposed genitals while he is undressing.
During the forensic examination of hard drives from two of Minor’s computers, authorities found thousands of depictions of child pornography, including multiple folders containing videos and images of prepubescent children engaged in sexual acts, according to the complaint.
In one folder, there were 106 additional folders categorized by boys’ names.
The complaint alleges that located on one of Minor’s computers was evidence to suggest that the user was using a file program that is used by child pornographers to share their “child pornography collections.”
