Coon Rapids seeks bids for Blackfoot Street project

The reconstruction of Blackfoot Street has been ordered by the Coon Rapids City Council following public and assessment hearings June 4 at which no one appeared.

The council also unanimously approved plans and specifications and going out for bids. A contract award will be considered July 16 and construction expected to start in August with completion in October.

Blackfoot, which was originally constructed in 1981, is a city collector street from 119th Avenue to Coon Rapids Boulevard and covers 0.18 of a mile. The project is being done in conjunction with Allina’s medical building project, now well under way.

According to City Engineer Bob Moberg, the project will involve the full replacement of the pavement and underlying gravel base with storm sewer, curb and gutter, sidewalk, driveway aprons replaced as needed and street signs.

In addition, Allina will be constructing sidewalk on the west side of Blackfoot as well as driveway accesses to the medical building site, Moberg said.

The Blackfoot project won’t begin until heavy construction on the Allina medical building site has been completed, he said.

The work was originally scheduled for 2012, but was postponed because of the Allina project.

The estimated cost of the project is $170,500 with $62,665 of the total to be assessed to benefiting property owners and the balance coming from two city funds – $97,335 from state aid dollars and $10,500 from the water maintenance fund, according to Moberg.

There will be 18 properties assessed for the project – four of them commercial parcels owned by Allina and the remaining 14 multi-family residential properties.

Under the city’s assessment policy, the multi-family (townhouse) parcels will be assessed $20.24 a front foot and commercial properties $40.48 a front foot.

Assessments, which will be approved at the July 16 council meeting at the same time the contract is awarded, will be spread over 10 years at a 2.7 percent interest rate, Moberg told the council.
