PUBLIC HEARING AND OPEN HOUSE FOR THE CSAH 51 (UNIVERSITY AVENUE) TRANSPORTATION IMPROVEMENTS
The Anoka County Highway Department encourages the public to attend an open house and public hearing for the proposed transportation improvements to CSAH 51 (University Avenue) (SP 002-651-007). The proposed project is located in the Cities of Coon Rapids and Blaine, Anoka County, Minnesota. The open house and hearing will be held December 11, 2013 from 4:30 p.m. to 6:30 p.m. at the City of Coon Rapids, 11155 Robinson Drive, Coon Rapids, MN 55433. The informal open house will be held between 4:30 and 5:30 p.m. The formal public hearing will begin at 5:30 p.m. From 6:00 to 6:30 p.m. there will be a session for questions and answers.
The purpose of the open house and hearing is to provide the public updated project information, and encourage the public to comment and ask questions. Maps, drawings, and other pertinent information, including the Environmental Assessment/Environmental Assessment Worksheet (EA/EAW) and Programmatic Section 4(f) document, as well as written views received from local, state, and federal agencies, will be available at the public hearing. The project materials will also be available at the County Highway Department, the Cities of Coon Rapids and Blaine and the Johnsville and Crooked Lake Libraries from November 25, 2013 through December 27, 2013.
During the open house the public will be able to informally discuss the project with County and City officials along with representation from WSB & Associates, who conducted the study. Comments will be received either written or verbally and recorded from 5:30 to 6:00 p.m., and will become part of the official public hearing record. The comments will be considered when making future project-related decisions. The public hearing portion of the meeting will continue as long as comments are being provided.
The proposed scope of the project includes reconstruction of 1.85 miles of a primarily rural two-lane roadway to a four-lane, urban roadway with center median; construction of storm sewer, storm water treatment ponds; and construction of an off road bituminous trail and sidewalk. As part of the project, intersection improvements will include a realignment of 111th Avenue to eliminate an offset intersection and turn lanes will be constructed at the intersections with 111th Avenue, 113th Avenue, 115th Avenue, 117th Avenue, and 121st Avenue. The project will also impact 12,600 square feet of the Northdale Middle School Recreational Facility, a Section 4(f) facility.
The tentative schedules for right-of-way acquisition and construction will be discussed at the meeting, and are dependent upon federal approvals. This project will impact wetlands.
Copies of the Environmental Assessment/Environmental Assessment Worksheet (EA/EAW), which documents the purpose and need of the project along with the anticipated social, economic, and environmental impacts, are available for public viewing during business hours at the following locations:
