Andover man sentenced for sexually assaulting teenaged girl

An Andover man was sentenced Anoka County District Court to 265 days in jail for raping a 15-year-old girl at an Andover home.

Conner Phillip Volkers, 19, originally pleaded not guilty May 14 to all three felony counts of third-degree criminal sexual conduct, but Sept. 23 he entered a guilty plea to one of the charges. He was given credit for 40 days already served in jail.

In addition, he will be on probation for five years during which time he can have no contact with the victim, he must undergo a chemical dependency evaluation, cannot use alcohol, must attended a sex offender treatment program and register as a predatory offender.

Volkers’ attorney John Huberty said his client believed the girl was 16 years old, but the question was whether they could convince a jury of this.

With the concern that a conviction could have led to a prison sentence, Volkers decided to take the plea deal, according to Huberty.

Volkers was 18 at the time the incident happened Feb. 16 at an Andover residence and the girl was a month short of her 16th birthday, according to the criminal complaint.
