Richard Orpen was sworn into office on Monday, Nov. 17 as the newest member of the St. Francis City Council. Orpen was elected on Nov. 4 to fill the remainder of the council term left open with the resignation of Mike Haggard in December 2013. That seat had been temporarily filled by Steve Kane.
