Blaine council approves bid for water tower connection PDF Print

Blaine council members have awarded Elk River-based Metro Utilities, Inc. a bid to connect the city’s fourth water tower to a main in The Lakes of Radisson.

City Engineer Jean Keely said 23 bids were received for the project. Metro Utilities’ low bid was $321,665; the engineer’s construction estimate was $503,081.

“That’s [probably] the largest number of bids we’ve had in years,” Keely told the council at its Sept. 3 meeting.

“We’ve worked with them before on private development projects,” Keely said.

Recently completed Tower No. 4 is located at 12260 Lexington Ave. Blaine’s capital improvement plan called for an additional tower that would serve the northeast area starting in 2025.

However, the northeast area has developed much quicker than originally projected and need for an additional tower has accelerated.

Keely said the project would be funded from the city’s water utility fund.

“There are sufficient dollars in this fund for these improvements,” she said.

The council also approved a 10 percent contingency to bring the total project budget to $353,832. Keely said that’s been a standard practice the last few years.

In 2006, the city purchased property and began planning for the fourth tower’s construction, which was included in the 2006 water utility’s capital improvement plan.

This summer, the city paid $641,400 to acquire right-of-way and utility easements across different parcels that were need to complete the infrastructure project.

“I guess it isn’t any good to have a new water tower if we don’t hook it up,” joked Mayor Tom Ryan, referring to negotiations involving a number of property owners.

Ryan said he was pleased with the new tower’s appearance and also was impressed with the work done by a crew from Chicago Bridge & Iron (CBI) Constructors.

“The tower looks great,” Ryan said. “Every time we [council members] visited out at the site, there were only four guys working.” That included winter work, he said.
